An individual is an "Internet applicant" when all of the following criteria is met.

	Individual submits an expression of interest in employment through the Internet or related electronic data technologies
	Employer considers the individual for employment in a particular position
	Individual's expression of interest shows that he/she meets the basic qualifications for the position
	Individual does not remove him/herself from consideration prior to an offer of employment
